Initial assessment
All submissions first undergo an editorial assessment for scope, prima facie originality, scholarly quality, legal method, sources, language and compliance.
External double-blind review
Manuscripts admitted to review are normally evaluated by two independent external subject-matter experts. Editorial office or founding roles do not automatically confer reviewer status.
Recommendations
Accept · Minor Revisions · Major Revisions · Reject & Resubmit · Reject.
Divergent reviews and safeguards
Reviewer recommendations are advisory. Material divergence may trigger a third independent assessment. Where two independent reviewers recommend rejection, the system will not permit an acceptance or revision decision without an additional independent assessment.
Conflicts
Where the Editor-in-Chief has a material conflict of interest, the manuscript must be handled and finally decided by an independent editor.
